Difference between https://app.plex.tv/web/app and http://127.0.0.1:32400/web/index.html

Hello, I live in a part of the world where Internet data is very expensive. I do want Plex to use the download metadata but never to stream my movie via Internet and only stream them using my local network.

I've already disabled Remote Access.

But just now, as I was browsing the server (on the same machine that it's installed on), I noticed the address in Chrome address bar is https://app.plex.tv/web/app, which I assume means all this time I was browsing information that was uploaded and then downloaded back to me - correct?

But I can also reach the server at http://127.0.0.1:32400/web/index.html , which I assume means I am reaching the server directly and without burning up any Internet data. Am I correct?

Is it possible to tell Plex NOT to use the https://app.plex.tv/web/app scenario and always prefer the http://127.0.0.1:32400/web/index.htm method?
