Number of Transcode threads

I've been having some quality issues with some of my streams I think its because the plex server is over subscribing transcode threads. I have an 8 core AMD proc. when the server is transcoding it opens 16 threads and my cpu load times go over 11 sometimes as high as 14.

Know of a good way to control this?
